As you know, North Dakota Senate Concurrent Resolution – SCR 4006 UNANIMOUSLY passed the North Dakota Senate last month.
Now, it is time to get this to pass the North Dakota House!
The North Dakota House Agriculture Committee will hear testimony on SCR 4006 this THURSDAY – MARCH 20TH at 10:45 am (central time).
If you submitted testimony for the ND Senate hearing, you DO NOT have to submit testimony again – unless you have something to add.

YOU DO NOT HAVE TO LIVE IN NORTH DAKOTA OR THE USA TO SUBMIT TESTIMONY!
Many of you have asked what your testimony should say. We will not give “talking points” as form letters are less impactful for testimony. We have said you can simply say, “Please pass SCR 4006” Your testimony does not have to be lengthy, scientific or historic in nature – unless that is your background. You can talk about the need for federal protection. The history of trying to eliminate this herd. They are a historic herd of horses that are an asset to North Dakota and help drive tourism.
There is no right or wrong answer. Most important is the show of support for SCR 4006.
Right now, there are just under 200 people who have testified – every single one is “In Favor” of SCR 4006.
To compare – SB 2331 – the legislation asking for the state of North Dakota to create a working group – had over 150 pieces of testimony ALL in favor. The committee also received “thousands” of emails from all of us and THE BILL STILL FAILED!!!
We need to be as loud as we can! IF SCR 4006 DOES NOT pass the North Dakota House – that’s it! The resolution fails! WE CANNOT TRY AGAIN UNTIL 2027!!!!
This resolution is critical to our work to get federal protection for this herd. It will put North Dakota on record asking our federal legislators for help to put federal protections in place so that there is NEVER a threat of these horses being removed from the boundaries of Theodore Roosevelt National Park.
Federal protection can possibly take YEARS to realize. This resolution needs to pass NOW – NOT IN 2027 – to help support the work being done by Chasing Horses Wild Horse Advocates to get federal protection for this herd.
