We wanted to take a break from the legislative talk to let you know a few ways you can help!
As you know, SCR 4006 passed the ND Senate. It will now move over to the ND House for a hearing in front of the Agriculture Committee. That committee will decide if they want to pass the resolution. If they do, it will move for a full floor vote in the ND House.
The whole process we just finished on the ND Senate side will have to be done all over again now on the House side!
At this time, the legislation has been assigned to the Agriculture Committee on the ND House side. Once the committee has a hearing set, they will once again accept testimony from everyone. If you want to testify virtually or in person, you will have to submit testimony again. If you already submitted written testimony, you do not have to submit it again, unless you have something new to add. The committee will have access to the testimony submitted to the Senate committee.
There will be a committee hearing again and the committee will vote a “DO PASS” or “DO NOT PASS”
IF the committee gives a “DO NOT PASS” to the resolution, AND if the full House vote agrees with the committee – SCR 4006 will DIE on the House Floor! Just like SB 2331 died on the Senate Floor!
WE WILL NOT BE ABLE TO TRY AGAIN UNTIL 2027!!!!
The SAME version of this resolution has to pass BOTH the ND House AND ND Senate! If ANY changes are made to SCR 4006 on the House side, a committee will have to decide on a final version. We are NOT recommending any changes to the resolution.
We are once again asking that if you plan to testify for SCR 4006 either in person or virtually that you email us at info@chwha.org Our legislators have a tight schedule and as we seen with SB 2331, they do appreciate us streamlining testimony when we can.
We will update you as soon as we have any new information. Testimony could begin as soon as the first week of March.
REMEMBER: IF SCR 2006 passed the ND House, the resolution will go to the Secretary of State for his signature and for him to send it to the parties listed in the last paragraph of the resolution.
SCR 4006 DOES NOT GRANT FEDERAL PROTECTION TO THESE HORSES!!!!
SCR 4006 is an important part of getting federal protection but the ACTUAL federal protection will come from the hard work being done by Chasing Horses Wild Horse Advocates with our federal legislators. We will continue to update you as the process progresses.
REMEMBER: FEDERAL PROTECTION CAN TAKE YEARS TO REALIZE!!
