SCR 4006 update

Hello and Happy Saturday!

It has not been listed on the North Dakota legislative website yet, but we talked with our legislators yesterday and the committee hearing for SCR 4006 in the North Dakota House should be on Thursday, March 20, 2025.  We will update you on the time as soon as that is confirmed.  We will also let you know when the portal is open for you to upload your testimony. 

REMEMBER: If you testified when this was in on the ND Senate side, YOU DO NOT have to testify again, unless you have something you would like to add. 

Many of you have said you thought this passed already.  It did!  In the North Dakota Senate!  Remember – anything that is done in one chamber has to be passed in the other!  Also, the same version that passed the ND Senate has to pass the ND House, or the resolution will have to go to a special committee to decide on a final resolution to pass.  Chasing Horses Wild Horse Advocates does not feel that there is any need for any change to this resolution. 

Many of you have also emailed us asking for talking points for your testimony.  We do not want “form letters” being submitted as testimony.  We suggest you look at the language in the resolution and use that to formulate your testimony:

A concurrent resolution urging Congress to establish federal protections for the wild horse herd at Theodore Roosevelt National Park.

WHEREAS, Theodore Roosevelt was an American statesman, conservationist, historian, and writer, who served as the twenty-sixth President of the United States;
and WHEREAS, in 1978, Theodore Roosevelt National Park became the only national park named directly for a single person;
and WHEREAS, the wild horse herd, which was present during Theodore Roosevelt’s era and contributes to the historical setting and the culture of North Dakota, should be preserved as part of our state’s history;
and WHEREAS, the wild horses of Theodore Roosevelt National Park bring tourism and economic benefits to the state;
and WHEREAS, there are significant concerns regarding the management of the wild horse herd by Theodore Roosevelt National Park and the long-term health and preservation of the herd;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN: That the Sixty-ninth Legislative Assembly urges Congress to enact legislation establishing federal protections for the wild horse herd of Theodore Roosevelt National Park to ensure the long-term health and preservation of the herd for generations to come;

Remember: 4006 is a resolution NOT a law.  This is a request from the state of North Dakota to our federal legislators asking for federal protection for this herd of wild horses. 

This resolution IS important as Chasing Horses Wild Horse Advocates continues our work for federal protection for this herd. 

Your testimony can be as simple as “Please pass SCR 4006, the TRNP wild horses deserve federal protection.” 

We will once again say that if you are not a historian or scientist, this is not the time to try to become one! Your testimony as an advocate for these horses is equally important.

Chasing Horses Wild Horse Advocates will be testifying in person again for SCR 4006.  If you will be testifying virtually or in person, please send us a message and let us know.  We are working to streamline the testimony for our legislators.  Generally, there is a set amount of time they give for testimony.  This is why we are working to streamline this process for them.
